Extremely rare reprint made in Saint-Marc in response to the atrocities undertaken in this colony.
In fact, the instruction sent by the National Assembly to the Colony of Saint-Domingue, to which the small islands of Tortue, Gonave and Isle à Vaches are annexed, dated 28 March 1790, stipulated that deputies to the colonial assemblies were to be elected by active citizens defined as follows: ‘any man of legal age, owner of real estate, or, in the absence of such property, domiciled in the parish for two years, & paying contributions… all those who enjoy the right of citizenship are naturally called to it’ [tout homme majeur, propriétaire d’immeubles, ou, à défaut d’une telle propriété, domicilié dans la paroisse depuis deux ans, & payant contribution… tous ceux qui jouissent du droit de cité y sont naturellement appelés].
However, the white colonialists interpreted the decree unilaterally and did not include slaves who had obtained their freedom, also known as manumis. Governor Peynier and Colonel Mauduit took advantage of this unstable situation and instigated a bloody revolt.
This hand bill denounces the misdeeds of the governor and his colonel, and removes the governor from office.
